Departmental Overview

The Institute for Research on Labor and Employment (IRLE) is an “Organized Research Unit” of the University of California at Berkeley. IRLE brings together faculty from numerous academic departments and supports multidisciplinary research on labor and employment related issues. IRLE is the umbrella organization for several research centers, including the Center for Labor Research and Education (CLRE), the Center on Wage and Employment Dynamics (CWED), the Center for the Study of Child Care Employment (CSCCE) and the California Policy Lab (CPL).

Working under the supervision of the IRLE Contracts and Grants Manager, the incumbent will provide analytical, financial, and administrative contract and grant support. This entails helping to coordinate proposal submissions and assisting with post-­award management of contracts and grants.

Responsibilities

Pre-award contracts and grants administration: Under the direction of the Contracts and Grants Manager, and in collaboration with the Campus Shared Services Research Administrator (CSS RA), helps coordinate pre-award processing. Tasks might include preparing components of grant proposals, including budget/budget narrative, subaward paperwork, current and pending support, and other documentation, and submitting grants to the Sponsored Projects Office (SPO) and to sponsors. Works on sometimes complex proposals that may involve multiple Principle Investigators (PIs) and/or multiple sub-awards. Assists with managing proposal development timelines and tracking systems. Proofreads, edits, and formats research proposal narratives and budgets upon request.

Post-award contracts and grants administration: Under the direction of the Contracts and Grants Manager, and in collaboration with the CSS RA, assists with the financial management of contrants and grants, which includes but is not limited to: helping coordinate employee payroll distributions, payroll expenses transfers and other cost transfers, subawards, financial reporting, no cost extensions, and closeouts. Uses information gathered from Cal Answers and PI Portfolio to provide PIs and the Contracts and Grants Manager with financial data and forecasts upon request. Helps ensure accurate and timely grant reporting and closeouts by following up with CSS RA and Contracts and Grants Accounting (CGA). Informs Contracts and Grants Manager of any potential problems, including grant discrepecies and overdrafts.

Business contracts: Supports the Contracts and Grants Manager to coordinate the processing of business contracts through the office of Business Contracts and Brand Protection (BCBP). Monitors spending on business contracts funds and helps to coordinate payroll distributions and cost transfers as needed. Under the direction of the Contracts and Grants Manager, meets with PIs and the CSS Financial Analyst to review expenditures. Helps to ensure timely and accurate submission of funder invoices.

Other: Serves as backup to the Contracts and Grants Manager during absences and performs other contracts and grants duties as assigned.

Required Qualifications

  • Independent judgment and strong organization and communication skills and customer service focus.
  • Knowledgeable about applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines.
  • Previous pre- and post-award contract and grants administration experience.
  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.
  • Proficiency working with Google Suite software.
  • Ability to perform moderately complex financial analysis.
  • Demonstrated competence in the use of Excel and database software for grants management and financial reporting.
  • Maintains current knowledge of contract and grant compliance requirements with regard to award terms and conditions, budgeting and expenditures, effort reporting, cost sharing, indirect costs, etc.

Preferred Qualifications

  • Previous UCB work experience, in particular working knowledge of organized research units
  • General knowledge of the University’s contracts and grants, purchasing, HR and payroll processing policies/procedures
  • Demonstrated interest in labor and employment related issues

Salary & Benefits

Hourly Salary Range: $24.00 – $35.92
