Departmental Overview

The California Policy Lab (CPL) creates data-driven insights for the public good. Our mission is to improve the lives of Californians by generating evidence that transforms public policy. We do this by forming lasting partnerships between government and California’s flagship public universities to harness the power of research and administrative data. We work on California’s most urgent problems, including homelessness, poverty, crime, and education inequality. We facilitate close working partnerships between policymakers and researchers at UC Berkeley and UCLA to help evaluate and improve public programs through rigorous empirical research and technical assistance.

CPL Berkeley is being incubated in the UC Berkeley’s Institute for Research on Labor and Employment (IRLE). The mission of the Institute is to promote policy-relevant research in the fields of labor and employment at Berkeley and throughout the University of California. IRLE is headed by a Faculty Director, who also serves as the Faculty Director of CPL Berkeley.

The ideal candidate for Data Analyst wants to be leader in defining how policy can work better using data. We want someone who is passionate about extracting stories from data and telling those stories persuasively using numbers, visuals, and prose.


The Data Analyst will join our growing team at a critical juncture in our development. CPL has several projects in flight, ranging on topics from criminal justice and homelessness to employment and the social safety net. Most of these projects involve large administrative datasets. The Data Analyst will be responsible for creating and maintaining administrative data repositories (including database management); linking records and preparing analysis datasets; helping research affiliates and other staff write code to accomplish various research tasks and do so in a computationally efficient manner; use advanced analytics to mine data for insights; and prepare graphs, tables, maps, or other visual displays of research results. The Data Analyst will contribute to a growing practice of advanced analytical solutions to provide data-driven research and technical assistance to governmental partners. The Data Analyst will report to the Executive Director and assist the Executive Director in administration and execution of the Lab’s other activities.

The Data Analyst should have facility with database administration and SQL, as well as strong programming skills, especially in Python and R. The Data Analyst will apply these skills to large and sensitive datasets in real-world settings. The Data Analyst will be essential to the success of several different research projects and will be building a long-term infrastructure for CPL to complete rigorous and policy-relevant research that helps improve the lives of Californians. The position works directly with leading social policy researchers at UC Berkeley and UCLA, state and local government agency staff, as well as the leadership team at CPL, and it is important that the candidate be able to translate her or his skills for different audiences. The position will require occasional travel to Sacramento or elsewhere in California.

  • Use advanced analytics to mine data for insights; and prepare graphs, tables, maps, or other visual displays of research results

Required Qualifications

  • Training and experience that clearly demonstrates qualifications.
  • Minimum requirement of a Bachelor’s degree in computer science or equivalent related experience.
  • Deep knowledge of data management and database design, especially in the research context. Must have fluency in SQL. Other database languages a plus.
  • Extensive experience in computer programming, including fluency in data-analysis packages from commonly used programming languages like Python and R. Other languages like C or Java are a plus.
  • Strong interpersonal skills and communication skills, including solid writing skills required.
  • Knowledge of data management systems, practices, and standards required.
  • Experience in machine learning, natural language processing, data visualization, and GIS is a plus.
  • Experience in statistical programs like STATA, SAS, or SPSS is a plus.
  • Organizational skills and attention to detail required.
  • Ability to multi-task with demanding timeframes required.
  • Ability to work both independently and as a team member required.
  • Ability to work discreetly with sensitive and confidential data required.

Preferred Qualifications

  • Preference for strong on-the-job experience.
  • Experience working with large and complex datasets preferred.
  • Experience in probabilistic entity resolution (aka record linking, data matching) is preferred.
